WSFS Business

As I just said on Facebook: Hugo and WSFS Business Meeting motions written. Subject no object.

By which I mean that I don't care whether I think the idea is good, bad or indifferent, or one I support or not. I want to spend the Business Meeting's time discussing ideas, not trying to fix drafting.

Not that I'm going to put one together, but I'm interested -- do you happen to know if anyone's writing a proposal to allow a Worldcon to present a Retro Hugo in any category which received No Award in a Hugo ceremony some fixed period (say, any multiple of ten years) earlier?
