I suspect the wicks need replacing.

There's possibly a certain amount of having to get to a certain heat before the extraneous moisture still there gets properly driven off, and so on. A little like lighting a fire with damp wood - it'll chug along for a while at a low level before passing a threshold and really taking hold.
